Best Mage Emblem Set?

Obviously there may be nuances for specific champs, but there's always an overall/average best.  Definitely welcome discussion on why and particular champs as well.

With the recent magic reduction nerf, I'll take magic penetration wherever I can get it - assassin for me. still curious how much magic damage percentage it actually helps though.

im using magic emblem set..it has high HP and magic power and also has magic resistance which help me much on early game, im using kagura.

Depend which level high, if same level will chose magic assasin but magic assasin emblem piece not easy to collect.
