Probably because he is meta.
I don't see anyone picking other tanks except Tigreal.
And that is because of his CC.
First skill has slow.
Second skill has drag and knock up.
Third skill has pull and stun.
She wasn't buffed, she got her 5s condition removed from my understanding:
