When hero power was implemented one of the base factors for the calculations was the pfdvious MMR for each heroes wherein it was converted with the ratio of 10MMR to 1 Hero Power. Aside from that hero winrate which currently is only displayed in "my favorites" displays the total matches played for Ranked & Matchup/classic mode meaning the chances of the matches played for the hero soley for ranked games are low and that it would more or less consist of mixed matches hence the result of some matches not factoring in any of the Hero Power or MMR system.
In short you cannot simply trust the statistics shown for "My Favorites" since it displays the mix matches of classic & ranked wherein the Hero power & MMR only calculates ranked matches. Overall the new Hero Power system is implemented to further accurately rewards players according to their performance in game not just by winning the game regardless of how you perform. For example in the previous MMR system you win your ranked game, say you have 1k mmr you get added a 20 pts mmr regardless of how you perform as long as you win which in some cases may considered as an unaccurate statistic which the new Hero Power System addresses wherein this time around say you performed well in the hero got the mvp then instead of just gaining 20 pts flat, you gain more say around +30m It also works the same way as you lose wherein instead of losing flat pts, you lose more or less depending on your performance.
Overall they're maybe some miscalculations due to initial conversion of MMR & Hero Power wherein as I mentioned the initial phase of the system was simply to convert and the true purpose of the system has yet to be implemented wherein after a few games the calculations should be more accurate since they no longer receive the same benefit as they do before which resulted in some players "boosting" their MMR. It also favors the players who consistently plays a certain hero because of the new calculation methods. In anycase you do not have to worry about these short term results especially if you work hard with a certain hero since the new Hero Power should calculate more accurately.
I do hope this further clarifies the concept of Hero Power.
Edit:Aside from those, one factor that is also considered is the win/lose ration in ranked matches and total games played for the certain hero(Though i'm not sure if overall ranked matches played counts). Just something worth noting.
