Why isn't rank Draft pick up to Grandmaster?

I've posted before to spread Draft into the rest of rank tiers but that wouldn't be well. Still, I think that it should start at Grandmaster instead of Epic. Most people in Grandmaster already have an idea on roles and mechanics. Though a lot of people are stuck in GM, I think it would help them to get an earlier idea to what Draft pick is. This will also introduce the players on what is meta and what is not. You already got Warrior, Elite, and Master as an introduction to rank, GM, Epic, and Legend should be where it advances. This will also help on what heroes people should buy if they want to increase their hero pick options.
Overall: I think Draft pick should start at GM.
I'm am well aware of the draft pick issues, this is just a suggestion from what I am experiencing this season. Oddly enough, no one wants to pick ADC in Grandmaster.

I'm floating around GM III/II myself and am not opposed to this idea. I just think draft adds so much more strategy to picks and makes games more enjoyable.

Since we are getting a new division with Mythic and Glorious Mythic, I suggest the other way around.
Bump up the Draft Mode to be available only to Legends and Mythics.
