Great balance with retribution and mage jungle nerf. Cyc, Harley and Kagura will cry a bit. Now how about giving 1.5 seconds duration and 90 seconds cooldown to Purify? No body uses it!

Yea.bro. think about the Cylop users. Cyclop 2nd skill got nerfed and jungle monsters got magic resistance. Great! Too great actually!

Can anyone tell explain whats this? Am i reading wrongly or is the english bad?

I re-read this sentence a few times too. Most likely they meant "servers with small populations will now have more efficient matchmaking".
