Buff Corrosion Scythe

After the buff on WOTAQ, right now this probably the most useless in-game item. Reading its description I get this is an item meant for fighters and tanks but its stats and passive is too underwhelming for it to be of good use. You're better off building other items than this. Just look at the every match in high elos, literally no one builds this crap.
Suggestions:
1) Rework its passive to work on skills rather than attacks.
2) Increase the stats that it gives. Buff its atk to 40, armor to 30, add +15 HP regen, something like that.
3) Lower the building cost of the item

Its stats is OK though, regarding the price. I used to buy this when using minotaur/akai but not anymore. I think the passive needs buff / rework. Agree with a little buff in stats, 1000 HP is quite high though comparing to other defence items.
