Smart? Lets say argus cooldown 45 sec while freya 18 sec,  you know that's a lot gap. First try  lets say accurately done but your enemy still survive how about second? Freya ulti already but you still cooldown surely she will attack you if you not attack her than she will wipe out your jungle and minion.  

Same story when team fight you can't just let your teammate or your minion and jungle take easy by your enemy because there's no ulti. Enemy will not automaticly die even if you use accurately. Just try it.

The thing is, you do not 1 on 1 hero for that long. If your ulti is off and they are hardly damaged, retreat. I think it's your fault that you still keep trying to fight someone without your ultimate. Also, stay under turrets. Call out for teammates, after all, the game isn't supposed to be a 1 versus 1 fight. Argus isn't really the best hero in 1 versus 1 if they enemy isn't a paper. Which actually also applies to many heroes, not only Argus.

Then isn't that somehow kind of their fault? Why would they jump in into a teamfight that outnumbers them? Huh. You should at least tell them to wait for your ultimate. Even if enemies initiate the clash, if you can't handle, it's better to retreat. You know.

Man you still don't understand your team maybe can wait for your ulti but your enemy will not wait for it, you not start but your enemy start the fight to take down your turret and you tell me to run wait for my ulti?  I already give case how about 1 or 1 or team vs team I guess its depend on your brain to understand it or maybe just try argus in epic above. 27 sec gap is a lot if you fight hero like freya which have cooldown 20-18.

And not just ulti but all argus skill is high cooldown but nothing from them give high damage like lance so why they do that? This is not right.

My dude. You are really not listening to what I am saying, like I said, if enemy is too OP for your team- IT'S BETTER TO RETREAT, EVERYONE NOT JUST YOU, AND WAIT FOR YOUR ULTI. This doesn't make you win the clash but rather give you a better chance to fight back. Don't be a player who charges in just because your teammate/s is getting attacked! Watch your gold, watch their level, watch their item. Think before attacking. It depends on your brain, like I said, not every hero wins 1 on 1 fight. Stop expecting Argus to beat every hero out there and if he doesn't beat every hero out there, stop saying he is broken!

About defending a turret, sometimes you really just need to run away from it rather than dying under it and just letting it break anyway! It happens to literally every hero, not just Argus.

Lancelot is an unbalanced hero. You said not to compare Argus to him? Why are you comparing them now? Lancelot is somehow overpowered but that doesn't make Argus broken.

I'm tired with you man, but  you told me to retreat is proof he depend on ulti very much. Enemy is not OP it's argus who can't fight better because his broken with all high cooldown for all his skill. Just try like that in every match everyone will say * argus because let turret or jungle. There's reason why everyone said argus hero for <epic.

Man, you retreat because that's the smart way to do. You don't expect yourself constantly charging in enemy, that would make it unbalance. LOL. Argus is actually being used in higher elo than Epic, you should watch some Arena contest, he's quite a famous pick. Especially last season.

Reduce cooldown doesn't mean expecting constantly charging that mean balance, if argus cooldown now balance how about other which have 18 sec for ulti and 6-5 sec for skill 1 or 2? Are they constantly charging??

In arena contest there are 4 slot to ban,  of course his populer because all good hero get banned and they and only top player can join that I think mean you have good team with good team even bad hero can be usefull.

Easy, because they have different ulti than Argus. Example, imagine if Zilong got 60 seconds cooldown on his ulti.

Not only in Arena Contest, watch some livestream of other players too. I only gave Arena Contest as an example.
