have you finished all the initial tutorials (for new IDs).
if it is and you have not got diamond,
You should report the problem to the customer service available in the game.
click the Customer service icon next to the Youtube icon contained in the game lobby.
Select Payment Payment menu.
include ID data, Name, server, screenshot, proof of top up.
use english in communication.

if you are really doing top up,
usually a notification email will send that successful payment to the registered email.
try to report first, maybe customer service can help find the evidence data needed.
