Hi bro,
players can make a premade team together and not restricted by region. There are many possibilities about this issue. in my experience :
1. premade team of 2/3/5 players that have different region. If 1 of them (the host room) is from Philipine and others is Indonesian then they will taken to philippine server.
2. The players using vpn with another region. eg. Indo players using vpn with Philippine IP.
3. The players is oftenly playing with other region players. when they go solo q they will oftenly matched with the other region players even though they are not in premade team or using vpn with other country IP. (I have get this situation).

My suggest is clear data of your mobile legends app. use mobile data and turn on your location (GPS) then open your mobile legends app. try to play with premade team (my recommend is full 5 players) with same region. complete 2-3 match then you can try to go solo q and turn off your gps.

cant use mobile data here huhu only pldt fibr wifi :) but i want to play solo mostly i'm playing against indonesian

You can try with wifi too.
Its just what I have do in the past.

you can, I also oftenly play solo q. Its only for 2-3 match, Its like we told the server "Hey, I'm from Philippine. Look at my team, we are all Filipinos. so match me up to my region players.".
