Gift Skin discount issue

Hello.
as we know, Vexana Sanguine Rose (EPIC) skin just released with 30% off from the normal price 899 become 629
I tried to gift skin for my friend to get an achievement.

As i see from the mail - request.
it requested the skin with price : 629 diamond
but why i lost 899 diamond?
i also try to send email, but i wanna post this issue here because this would become my 3rd mail with no reponse

Hello,
Send a form to the customers service..follow the steps they ask u to do and they’ll help you out, and then we are not talking about the mail but the ingame one...the mail is for crashing/hacked account purposes only

which customer service? in game Customer Service? the bot one?
the bot doesnt work properly on me. any other option?

i went to theese options : 2. payment issue, 4. bug reports, and  9. other issue
the response doesnt meet my situation.

Payment issue form, should be the right one

Payment Issue would give me this options
1. i have no received an item that i bought. what should i do?
2. high risk warning bla bla google.. (nothing to do with this)
3. my purchase cannot be completed (ios)
4. refund policy

nothing meet my situation

i went to 9. Other issue. and pick other issue.
they give me the refund as well.
