This is the 2nd time I got this notification.The first time I got this I changed my password, this is the 2nd time I got this.
Anyone else is getting this?

You are using mobile data to connect.
That is why system shows you warning that your location is changed. Those who use wifi it doesn't show. This is not big issue. Relax.
