Fleeting time is the most popular item in the game for skill based hero imo.The passive which is if kill or assist can get 35% CD reduction on ultimate only.Almost all hero use this item include non mage hero.I mean have u seen saber pick fleeting time after buy Bod?.I seen it,it frustrating

Nah.. Fleeting Time for Saber isn't really effective like you said.. I just watched some experiments about this item on Saber. It's just same like usuaaal..

Max cdr only can reach 40%, and some physical items have this cdr attribute. Fleeting Time only works after you used your ulti, when you got assists or kills, and its passive make your ulti cdr shorter to 35%. But the fact that I saw the cooldown is almost the same like fully cdr, not significantly different. Better to use Magic Shoes, Bloodlust Axe, Hunter Strike, WoAQ or Endless Battle. You'll get cdr and also get additional physical attribute.

Just my opinion.

Well when saber use fleeting time,it was very abusive in land.When use it properly,can use ulti at least 3 times.
