I've tried uploading a new avatar for my forum profile but I dont know why I can't. The instructions are written in a language I cannot read, so I need instructional help. Thanks!

Can you give screenshoot ? Let me guide you
1.Click "Settings" and the "Modify Avatar"

2.Click on "Blue Icon" and choose picture <1MB

3.Click "Checklist" Button

4.Click on "Blue Icon" and wait until its done

After that, clear your browser "Cache and data stored images" and then open again forum, your profile is changed
