I've compiled a list of heroes and indicated whether they are mostly basic attack or mostly skill damage. Maybe this is helpful to some people as there is sometimes confusion around certain heroes.
This may help when selecting heroes to counter and increasing heroes pool.
Miya – Mostly basic attack, her passive will increases her attack speed
Balmond – Mostly skill damage, his ultimate provides a burst damage that is a real threat
Saber – Mix, though mostly skill
Alice – Mostly aoe skill damage
Nana – Mostly skill, some builds buff basic attack but these are more for trolling
Tigreal – Mostly skill, He's primarily chosen for engaging
Alucard – Mostly basic attack, his skill tend to increases basic attack damage rather than do skill damage
Karina – Mix, but mostly skill. Karina has respectable basic attack
Akai – Mix, his basic attack are good, but he's mostly picked for disruption
Franco – Mostly skill, some builds buff basic attack but his threat is s1 and ultimate if it hit
Bane – Mix, good skill damage that builds generate cooldown reduction
Bruno – Mix, though mostly basic attack
Clint – Mostly basic attack, any skill damage is mostly incidental in effort to maximize basic attack
Rafaela – Mostly skill damage, though she's picked mainly for ganking
Eudora – Mostly skill damage, her s1 is auto aim
Zilong – Mostly basic attack, his skill do little damage
Fanny – Mostly skill damage, she's the most difficult hero to master
Layla – Mix, but mostly basic attack
Minotaur – Mostly skill, basic attack are only for maxing his rage bar
Lolita – Mix, her s2 is generally only useful, if opponents have a lot missile type attack
Hayabusa – Mix, both his skill and basic attack are very strong
Freya – Mix, new Freya is primary taken for his crowd control, and uses basic attack to increases passive stacks
Gord – Mostly skill, her fourth basic attack or skill will be true damage
Natalia – Mostly basic attack, his skill are used for chasing opponent and buff her basic attack
Kagura – Mostly skill damage
Chou – Mix, his skills are mostly for crowd control
Sun – Mostly basic attack, s1 is his only real skill damage
Alpha – Mostly skill, s2 will increases his attack speed if it hit
Ruby – Mostly skill, at late game her skills can sustain her more, if item builds are right
Yi Sun-Shin – Mix, his skill damage is strong but hard to hit, his basic attack are ok
Moskov – Mostly basic attack, his skills are mostly for increases his attack speed and need precision to hit
Johnson – Mostly skill damage, his passive can only active if he's in low hp
Cyclops – Mostly skill damage
Estes – Mix, though he's picked mainly for ganking
Hilda – Mix, skills do damage but moreso bush regeneration
Aurora – Mostly skill damage, has passive to add 'frost' to her skill
Lapu-Lapu – Mix, his s1 is for poke, his basic attack are still strong however
Vexana – Mostly skill, her puppet do worthwhile damage but aren't a super big threat
Roger – Mostly basic attack, his mains skill damage is s1
Karrie – Mix, does a lot of % hp basic attack vs high health targets
Gatotkaca – Mostly aoe skill, his passive can increases his physical defense
Grock – Mostly skill, s1 is for clear

Irithel – Mostly basic attack, his skills tend to increases basic attack damage rather than do skill damage
Harley – Mix, does a ton of poke damage with skills but can safely basic attack very frequently
Argus – Mix, his skill are decent but (not) real threat is "Immortality!"
Odette – Mostly skill but her basic attack after using skill are often underestimated
Lancelot – Mix, his main builds now focus on using s1 and ultimate to prep his new passive for stacking
Diggie – Mostly skill, he's primarily chosen for his anti crowd control and ganking
Hylos – Mostly skill, he's primarily chosen for ganking
Zhask – Mix, mostly basic attack but does respectable skill as well
Helcurt – Mix, his basic attack exist to stack his s2, his skills are mostly for ganking
Pharsa – Mostly skill damage, her basic attack can stuns opponent
Lesley – Mostly basic attack, her main skill damage is her terrible ultimate
Jawhead – Mix, basic attack are decent but real threat is ganking and crowd control
Angela – Mostly skill damage, she has the longest immunity when she pervaded ally
Gusion – Mostly skill damage, his basic attack are mostly to activate his passive
Valir – Mostly aoe skill damage
Martis – Mix, he's a classic executioner but his main damage during a fight is skill damage
Hanabi – Mix, mostly splash basic attack damage
Uranus – Mostly skill damage, though now he's picked mainly for hardlaner
Chang'e – Mix, her skill damage can easily poke opponent, while she does amounts of basic attack damage when she commits
Kaja – Mix, his skills are mostly for ganking
Selena – Mix, s1 and s2 in elven form is her only real skill damage
Aldous – Mostly basic attack, aldous is primary taken for executing low hp heroes, and uses s1 to increases basic attack damage
Claude – Mix, 'their' ultimate actually a bombardment of basic attack
Belerick – Mix, but mostly skill. Belerick has dps passive
Lunox – Mostly skill damage, skill not only for damage but min/maxing between Chaos or Order
Thamuz – Mix, though mostly basic attack, his skills are used for mobility and sustain
Leomord – Mix, very strong basic attack but most builds have a lot of 0 physical attack, so 50/50
Kimmy – Mix, can often using skill with some safety, skill do damage but moreso dual analog
Harith – Mostly basic attack, his skills tend to increases basic attack damage rather than do skill damage
Minsitthar – Mostly skill damage, his skill are mostly for crowd control
Hanzo – Mix, though mostly skill, his basic attack exist mostly to unlock s1
Kadita – Mostly skill damage, her skill damage is strong but hard to hit
Badang – Mix, most of his skills damage do basic attack damage and his ultimate actually a aoe basic attack
Vale – Mostly skill, he has a lot versatility
Guinevere – Mostly skill but his basic attack are often underestimated
Khufra – Mix, basic attack are decent but real threat is ganking and crowd control
Esmeralda – Mix, her passive is taunt in a shield
Granger – Mix, his sixth bullet will 100% crits
Faramis – Mostly skill damage, he can't use basic attack in shadow state and he can 'edo tensei' his teammates
Terizla – Mostly skill damage, His attack speed are fairly slow and generally put him at risk
Dyrroth – Mix, though mostly skill damage, but certain builds give him respectable amounts of basic attack damage as well
Lylia – Mostly skill damage, her skills can easily clearing minions
X.Borg – Mostly skill damage, however in his armorless state his basic attack became ranged
Masha – Mostly basic attack, his ultimate is decent skill but basic attack is key to her story and design
Baxia – Mostly skill, can often using skills with some safety, skills do damage but moreso reducing regeneration by %
Ling – Mostly basic attack, his s1 is for mobility, his s2 is mostly for clearing minions, his ultimate are still strong however
Wanwan – Mix, her s1 give good poke but when opponents weakness is erased, her basic attack rip through heroes
Silvanna – Mix, she has the fastest attack speed than any mages
Carmilla – Mostly skill damage, her skills is generally only useful for crowd control unless paired with a lot of cc or burst damage
Cecilion – Mostly aoe skill damage, he have unique passive
Atlas – Mostly skill damage, his passive temporarily increases his physical defense and magic defense
Popol and Kupa – Mix, though mostly basic attack, He can solo jungling with ease
Luo Yi – Mostly skill damage, she can arrival all of her teammates
Yu Zhong – Mostly aoe skill damage, when rage is full, he gains % spell vamp
Khaleed – Mix, most of his skills are aoe damage.
Barats – Mix, he can be on any lane.
Brody – Mix, he is early game marksman.
