Has windtalker been nerfed?

So I just wanted to know if the item Windtalker had been nerfed in the recent patch. I am asking because in the recent patch, the passive description of this item had been refined and now it states that the minimum cooldown is 3 seconds. But I was under the impression that it is lower than that. So has it been nerfed or something? I am not really sure is why I am asking.

The recent patch stated that they updated the passive description, not a nerf.

I'm pretty much it's only a refined description and it's not supposed to proc its passive in less than 3 seconds. Hence, it will be really op.

Nah.. It wasn’t nerfd..just the description was refined
