You mean aurelion sol from Game F ?
Absolutely no, not even close in his design skills nor design art. Maybe Sirius basic attack kinda similar, but still different though.

The pict looks like a Dragon without a wing xD, and for the ult, you shouldn't make them teleports, just make it being stuns for 5 secs.
