Passive-Fast and Intangible:
When he walks
Every 1 sec it gets 10% faster (up to 40%)
Returns to normal speed when standing still for 1.5sec.
every 25sec
He will gain a shield that makes him immune during an attack and CC.


1skill-Quick Switch:
He will launch a projectile (by moving his head quickly) at an enemy hero
Deals 230/270/280/300/320/380(+90% total magical damage) magic damage.
Then
He can switch places with the hit enemy (if the player presses again) giving more 70/80(+40% total magical damage) magic damage
(It has 3sec until it goes into cd).
Cooldown 13 mana100


2skill-Faster Fast:
It runs quite fast (in the form of an "n")
Then
It quickly returns to the place it was (can stop on the way, if the player does not keep pressed).
Deals 220/280/300/350/380/400(+100% total magical damage) magic damage on the way back and forth.
Cooldown 7.5 mana 90




Ult-Backward:
he presses the ground
creating a circle around
Inflicting 450/580/760 (+ 110% total magical damage) magic damage on heroes caught
Locking them in time for 0.62sec and then
Making their skills enter cd with 2sec more.
Cooldown 48 mana 130

Tempestt

Hey, I think the ultimate of "Billy" is quite a creative idea as there currently doesnt exist any hero who is able to lower the cooldown of enemy heroes. I feel like a skill like this in future heroes would be an interesting feature.

Nice concept, i like the passive that you made. It's extremely useful for Assasins. You can actually chase any enemy with low hp easily with it.
