There may be various reasons to why your resources are stuck, but the main cause to these kind of issues are either due to your phone not having enough storage to download them, hardware related issues or the network connection you are using not being stable enough to connect with the game to download the resources. Resources can not be downloaded in any other way aside from the game directly unfortunately. Please do try the following:

-Clear Cache
-Free out storage space
-Restart your device
-Restart your network connection
-Use a different network connection

Furthermore: Please keep the game on while resources tries to download. Do not quit the game or switch between apps as this may stop your downloads and even cause file corruptions. The download will resume once it can do that.
