It's already their personal choice. Despite having countermeasures for these type of behaviors, some people will always find a way to bypass these countermeasures because they just don't really care at all. Though, I believe some people did get banned for really being toxic.

Sadly, we can't please these players to do something good. They're basically immatures who feed on negativities. I suggest ignoring them or muting them and don't get affected too much or they're basically succeeding on their agenda, which is to make others feel miserable the same way how miserable their life is.
