Hi Guys, I only started playing the game October 2021 and i understand most of the stuff expect for Build Item. I'd really if someone can help me or point me to guide detailing when and how to use build items. I have search on the net and in the forum with no luck finding a guide providing proper details on the build items. Will really appreciate it.

Usually, you learn from actual experience. Some heroes that share the same role usually have the same cliche build. Although, it's ignorant to say that performance goes first than item build, but for me, it's a common fact that most heroes share the same build, if they're the same role. Usually the same 3-4 items, the rest are situational, depending on which would matter or is needed in the match.

Welp...You gotta know the basics first... Mages use Ability power items...fighters, marksmen use Attack damage items...support heroes use mage/support items, even tank items (depends on support) and tank heroes use tank items (some of them, you will notice have combined items, for example ability power+tank because some tanks also have good damage).
All builds have like 3 core items, the important ones that must always be bought..the rest are situational items, based on your team and/or enemy team. These you learn by actually playing, gaining experience, watching live streams, youtube vids and so on. I for example, do my own builds. You must also KNOW the heroes and their skills/passives very well. Because, for example: not all mages benefit from same ap item. some items trigger passives..Best would be to read guides for your select heroes, the ones you enjoy playing.
Asking about building equipment in general is..well, too general.
Another advice would be asking about a specific hero, when you make a thread. It's easier to understand.
