As far as I know, it's ok to use vpn in order to get a skin that it's not available on your region. Same situation was not long ago, with the Star Wars skins.

As shinee and Anand said above, using vpn itself is not illegal since it neither harms fairness nor the company’s interest. Hope you can get the skin!
