Where to report cheater who buff hero winrate??

Today a guy picked franco to pull teamates buff, he tried to lose the game to down rank, i checked his profile and see he has 1500 matches with ling high winrate, so , where to report such case? which lead to terminate that ileggal account? i can record the match and everything, just dunno where to put it ? Or when wwill you have a way to stop people from trying to down rank by losing game that way?

there you can report the player directly through in-game cs, at least there is evidence related to the player's account such as nickname, in-game id & server, match history "Battle ID"
go to in-game cs > Report or Appeal > Report Cheating > Fill the form

You can reach the CS center at the top left corner at the main lobby screen.
