His passive is OK. I would just add that with passive up, he resists slow effects, reducing the effectiveness of them by 50%.
His first skill is interesting, but the execution is lame. Instead making it a "3 steps" skill, like you suggested, why not make it like Phoveu's 1st skill? 3 stacks at maximum, uppon hit can dash to indicitated direction. No CD to reuse again if hit any target. Still needing to hit a target to spam all 3 hits, but it's easier to use since you can control when to slash now, and he can dash 1 time if using on air. Oh, and also activate basic attack effects, except crits.
His second skill is good. It should gave his teammates something, tho. The guy just stop there and don't help at team fights. Why not give 50% of this skill effects to allies inside the area?
The ultimate needs improvement. It is slow, predictable, low damage and the stun is not that useful (redundant stun with his passive i think). I believe it could sweep the enemies with him to the center, like Tigreal's 2nd skill, an knocking airborne instead of causing stun with final slash.
