Wtf you talking about? Kagura never fall out from META. She is one 5 best mages in game for years.

Go for cyclops as a starter, it will cost you 15k bp. He is very good with very decent burst damage.
other options are >> vale, Valir, Cicilion

Once your in higher rank u can try these heroes

>> Luo yi, Valentina, Harith, kagura, lunox (This heros are a bit hard to master)

Well depend if you want to follow meta or not.
In my opinion Kagura and Lunox are the best option since after years those mage are playable in every rank.
Both mages are hard to play but with good results.

Kagura was never a meta. It's true that kagura is one of the best mages, but to be meta she has to get banned often or be picked often.

currently, kagura has a 0.12% ban rate and 0.62 popularity. u can not call that meta . That doesn't mean she is bad, people don't use her because of her complex skill set .and what AlyAoi said was that They are good from day one still today

I clearly said Kagura and lunox are best mage;  in all this years are most used mages.

While others may suggest Kagura, it is indeed best to choose Mages who has been at least decent or viable in every meta. Fair warning tho, I think she has the hardest difficulty among Mages iirc. Although there's a wide variety of mages, it's best if you give us options or what mages you usually use or what type of mage do you want.
