Well, some items get nerfs but still can get a buff in the future so for this reason are still there.
And those 2 items are not the only 2 that nobody use

I'd say it can be a suggestion to get these buffed without directly attacking the devs for this. They all need feedback and data from the players to make decisions on it. I see players still use them but quite rarely but it could be a good time for a suggestion if you wish so.
